NAEP Scores Confirm that COVID Disrupted Schooling; They Do Not Reflect a Downward Trajectory in School Achievement

Are the new National Assessment of Educational Progress scores a catastrophic indication that the U.S. public schools have fallen into decline? I don’t think so.

Early this week, the National Center for Education Statistics (NCES) released a large data set from National Assessment of Educational Progress exams administered last spring to 4th and 8th grade students in U.S. public schools. Last month, NCES released scores from tests administered to a smaller group of 4th graders.  Both sets of scores show that the COVID pandemic seriously disrupted schooling for the nation’s children and adolescents.

Chalkbeat’s Matt Barnum explains what the National Assessment of Educational Progress (NAEP) is: “The National Assessment of Educational Progress (NAEP, pronounced nape) is a test administered by an arm of the U.S. Department of Education. It’s given periodically to a representative subset of American students in math and reading in grades four and eight. Scores are broken down by state and for a select handful of cities, too. The latest results are based on tests given between January and March 2022. The previous test was given in 2019, before the pandemic… Scores from a separate NAEP exam that has been given to 9-year-olds for many decades were previously released in September.”

The NAEP scores released this week were precipitously lower than scores on the NAEP when it was administered in 2019, before COVID—particularly in 8th grade math. The Washington Post‘s Laura Meckler reports: “The portion of eighth-graders rated proficient or better in math fell to 27 percent, from 34 percent in 2019… the steepest decline in more than a half century of testing.”  (The fact that every year relatively few students reach NAEP’s proficient level overall is because the NAEP “proficient” cut score is set artificially high; it marks what most people would define as “advanced.”)

Some people assume that this year’s drop in NAEP scores signals a reversal of progress, the beginning of a downward spiral.  Others are using the scores as evidence for their particular reform or as evidence that their state had a better policy on school closures than other states. Meckler writes: “Partisans on all sides of the education debate seized on the results to advance competing ideas about the way ahead… The test results also offered fodder for those who argue bringing students back to campuses quickly was the right move… ‘We kept schools open in 2020, and today’s NAEP results once again prove we made the right decision,’ Florida Gov. Ron DeSantis (R) said on Twitter.  But the data did not establish a connection between back-to-school policies and academic performance. In California, for instance, many public schools were closed well into the 2020-21 school year and some students never saw a classroom that year. But the declines were similar to those in Texas and Florida, where schools were ordered to reopen much sooner.”

In a blog post last month when the first set of 4th grade NAEP scores was released, I shared my own assessment of what had happened. I think the scores released last month and the scores released this week show the same thing. Here is some of what I said in that post.

There is no cause for panic.  Schooling was utterly disrupted for the nation’s children and adolescents, just as all of our lives were interrupted in so many immeasurable ways. During COVID, while some of us have experienced the catastrophic death of loved ones, all of us have experienced less definable losses—things we cannot name.

I think this year’s NAEP scores—considerably lower than pre-pandemic scores—should be understood as a marker that helps us define the magnitude of the disruption for our children during this time of COVID. The losses are academic, emotional, and social, and they all make learning harder.

Schools shut down and began remote instruction in the spring of 2020, and many stayed online through the first half of last school year. While most public schools were up and running by last spring, there have been a lot of problems—with more absences, fighting and disruption, and overwhelming stress for educators. It is clear from the disparities in the scores released last week among high and low achievers that the disruption meant very different things to different children. It is also evident that the pandemic was a jolting shock to our society’s largest civic institution. It should be no surprise, then, that the attempt to get school back on track was so rocky all through last spring…

While the NAEP is traditionally used to gauge the trajectory of overall educational achievement over time, and while the trajectory has been moderately positive over the decades, the results released last week cannot by any means be interpreted to mean a change of the overall direction of educational achievement.

Education Week’s Sarah Schwartz asked Stanford University professor Sean Reardon (whose research tracks the connection of poverty and race to educational achievement) whether “it will take another 20 years to raise scores once again.”  Reardon responded: “That’s the wrong question…. The question is: What’s going to happen for these (9-year-old) kids over the next years of their lives.” Schwartz describes more of Reardon’s response: “Children born now will, hopefully, attend school without the kinds of major, national disruptions that children who were in school during the pandemic faced. Most likely, scores for 9-year-olds, will be back to normal relatively soon, Reardon said. Instead, he said, we should look to future scores for 13-year-olds, which will present a better sense of how much ground these current students have gained.”

Schwartz reports: “Students at all levels lost ground during the past two years, but lower-performing students saw the biggest drops.”  The test does not in any way measure the factors that contributed to the drop in scores for students who were already struggling, but the results shouldn’t be surprising.  Some children live in families with internet access and enough computers that each of several children in the family could access online instruction simultaneously, while other children’s parents had to drive them to public library or fast food outlet parking lots to find any internet access at all. Some parents had sufficient time at home to supervise children and provide assistance during online instruction, while in other families, older siblings supervised younger siblings while trying to participate themselves in online instruction. Some children and adolescents simply checked out and neglected to log-on.

In a new statement this week after the second set of NAEP scores were released, FairTest, the National Center for Fair and Open Testing, published a statement by Harry Feder: “Given that Monday’s state-by-state NAEP data mirror September’s national trends, as expected, we are getting an even greater cry of panic over “learning loss” and a call for dramatic interventions to catch students up. Such reactions are not justified. The September scores reflected the toll that the pandemic exacted. State-by-state numbers affirm what educators and parents already know – the pandemic was bad for kids.  But now that children are back in school, in-person learning has gone back to normal.  In all likelihood, scores for future 4th and 8th graders will revert to more normal patterns. We will need to see what happens to students as they age to see whether the pandemic score plunge dissipates over time.”

Outrage Continues as Standardized Testing Moves Forward in this COVID-19 School Year

Standardized testing—required this school year by Education Secretary Miguel Cardona’s U.S. Department of Education despite the disruption of COVID-19—is now happening in many public schools across the United States. But even as the tests are being administered, the anger and protests against this expensive, time consuming, and, many believe, harmful routine are not abating.

Last week, the Washington Post‘s Valerie Strauss reported: “The Biden administration is facing growing backlash from state education chiefs, Republican senators, teachers unions and others who say that its insistence that schools give standardized tests to students this year is unfair, and that it is being inconsistent in how it awards testing flexibility to states. Michigan State Superintendent Michael Rice has slammed the U.S. Education Department for its ‘indefensible’ logic in rejecting the state’s request for a testing waiver while granting one to the Washington, D.C., school system—the only waiver that has been given. Montana Superintendent of Public Instruction Elsie Arntzen, whose state was also denied a waiver, said testing this year ‘isn’t going to show any data that is going to be meaningful for learning moving forward… The controversy represents the newest chapter in a long-running national debate about the value of high-stakes standardized tests. Since 2002, the federal government has mandated schools give most students ELA and math standardized tests every year for the purposes of holding schools accountable for student progress. The scores are also used to rank schools, evaluate teachers, make grade promotion decisions and other purposes.”

The Journey for Justice Alliance (J4J) describes itself as a nationwide multi-racial coalition of education organizing and policy groups. In a powerful commentary, also published last week, Jitu Brown, J4J’s executive director, and Beth Glenn, a J4J policy strategist, describe the damage wrought by standardized-test-based school accountability across America’s poorest urban communities: “Today, we know that the communities hit hardest by the pandemic, racism and economic distress are the same ones harmed most by standardized resting. Standardized testing has been weaponized against Black and Brown communities. Low test scores have been used to deem schools ‘failing’ and (as) the rationale for their closure. For instance, although Black students only make up 36 percent of Chicago Public Schools, Black schools are 88 percent of the schools that have been closed or totally re-staffed. In the same city during the COVID pandemic, although Black people make up about 30 percent of the city’s population, they accounted for 70 percent of the COVID deaths. These students have already shouldered more than their share of grief, isolation, digital deprivation, interrupted learning, and fear for themselves and their families.”

Brown and Glenn continue: “No educator needs to subject children to a stress-inducing bubble test to identify which students are hurting and in need of our support. In fact, we know that these tests do best at predicting a student’s economic status—which is knowledge we already have! …. (T)est scores have been used to justify taking away learning opportunities in art, music and enrichment, replacing experienced teachers with untrained temporary ones, expanding charters to compete and drain already underfunded schools, and to disinvest in and close those underfunded schools altogether.” “These tests saddle students with labels, haunt them with stereotypes, make school dull and disengaging, put targets on kids’ backs for disinvestment, and create displacement when their schools are ultimately closed because charter operators use student academic performance or behavior to push students out in order to make their own academic portfolio look more attractive to school boards.”

Brown and Glenn provide examples of charter schools pushing out the students who need the most help: “The Chicago… Noble Network of Charter Schools just apologized publicly for… ‘counseling students out’ to transfer them to other schools in order to improve the company’s numbers and denying entry to students with special needs. New York’s Success Academy just agreed to pay $2.4 million to five families of students with special needs for pushing them out with daily harassment calls to parents, constant removals from classrooms, and threats to call police and family services. It’s no accident that many believe those practices… were driven by the need to produce high test scores.”

Valerie Strauss quotes Bob Schaeffer, the acting executive director of the National Center for Fair and Open Testing, who believes that Miguel Cardona’s Department of Education has responded inconsistently and with poor attention to the COVID-19 resurgence that is once again shutting down in-person learning in particular school districts: “Department of Education staff seem to be issuing rulings based on whether an applicant goes through the motions of stating that it is offering some form of statewide exam, no matter how small a percentage of students is likely to take it and no matter how useless results from a skewed test-taking population might be… The goal seems to be testing solely for the sake of testing.”

In an action alert on Saturday, the National Education Association invited its members and supporters to submit a formal comment on the Department of Education’s guidance to require standardized testing in this COVID-19 year. “As part of the regulatory process, the U.S. Department of Education is seeking input from the public about standardized testing for the 2020-2021 school year…The official deadline for comments is May 7, 2021, but it is critical that you submit your letter as soon as possible.”  “While some states’ assessments are already moving forward, we are hopeful that the outcry from the public will force the Department to evaluate how harmful and ineffective standardized tests are and start working toward a new system that truly measures student learning… Your opposition to high stakes standardized tests will also send a message to state departments of education and state legislatures that data from this year should not be relied upon to evaluate educators, students, or schools.”

Pressure on Education Secretary Miguel Cardona Grows: Cancel Standardized Tests in this Crazy COVID-19 School Year

There is absolutely no reason why the U.S. Department of Education should refuse to grant states waivers this spring from the federal requirement for standardized testing. Two weeks ago, a Deputy Assistant Secretary in the Department of Education’s Office of Elementary and Secondary Education, Ian Rosenblum released guidance telling states they must test students as required by the Every Student Succeeds Act despite the pandemic. After that, the Senate finally voted to confirm President Biden’s appointment of Miguel Cardona as Secretary of Education.

We all hope that Dr. Cardona will reconsider. And it is becoming clear that the subject is not closed.  Experts, parents, educators, and members of the public continue to press the new Secretary of Education to do the right thing in this year when some students have been in school, many are on hybrid schedules, and many others continue to learn remotely.

Why should Secretary Cardona cancel testing this spring? When Rosenblum announced that he was charging ahead to require testing, he ignored more than a month of informed advocacy by board of education members, education experts, school administrators, schoolteachers and parents—all pushing the Department of Education to grant states waivers to cancel the tests in this COVID-19 year. (See here, here, here, and here.) No one in the Department has provided a convincing justification for requiring that the high-stakes tests be administered this school year.

Opponents of testing this spring have spoken about problems of feasibility when some students are in class and others learning remotely, and they have raised serious questions about the validity and comparability of the information that can be collected during these times. Others question whether time should be wasted on testing when teachers need to be putting all of their energy into supporting students’ well-being and learning instead of test prep and test administration. While some have argued that teachers need the test results to guide their instruction once schools reopen, testing experts have continued to point out that teachers won’t get overall results for months and will never learn about individual students’ answers to particular multiple choice questions. Others have pointed out that these tests have been required for two decades not for any kind of pedagogical purpose but instead to be used for so-called accountability: so that the federal government can require states to rate and rank their public schools and devise plans to turnaround the low scorers.

A letter from 74 national organizations and more than 10,000 individuals sent to Secretary Cardona on January 30, 2021—after he had been appointed but before his nomination had been confirmed—describes in plain language exactly what should happen when children can return normally to their classrooms: “It does not take a standardized assessment to know that for millions of America’s children, the burden of learning remotely, either full- or part-time, expands academic learning gaps between haves and have nots. Whenever children are able to return fully to their classrooms, every instructional moment should be dedicated to teaching, not to teasing out test score gaps that we already know exist. If the tests are given this spring, the scores will not be released until the fall of 2021 when students have different teachers and may even be enrolled in a different school. Scores will have little to no diagnostic value when they finally arrive. Simply put, a test is a measure, not a remedy. To believe that it is impossible for teachers to identify and address learning gaps without a standardized test is to have a breathtaking lack of faith in our nation’s teachers.”

New pushback against mandated testing has emerged this week.

On Tuesday, several Congressional Democrats sent a letter pressing Secretary Cardona to cancel the tests.  Politico‘s Michael Stratford reports: “The effort is being led by Rep. Jamaal Bowman (D-NY), vice chair of the House education committee and a former middle school principal… The letter to Cardona… was also signed by Reps. Ilhan Omar (D-Minn.), Tom Suozzi (D-NY), and Mark Takano (D-Calif.) as well as Sens Ed. Markey (D-Mass.) and Kirsten Gillibrand (D-NY)… Bowman, who said he’s had ‘preliminary conversations’ with fellow lawmakers about a legislative path to stopping standardized testing, also took aim at how the Biden administration’s decision was carried out last month. The new testing guidance was unveiled by the Education Department on Feb. 22, before Cardona was confirmed by the Senate. The guidance was signed by Ian Rosenblum, former executive director of the Education Trust-New York.”  Rep. Bowman explains, “Mr. Rosenblum, with all due respect, has never been a teacher or school administrator in his life, and it’s important that our parents and educators know that these decisions are being made by people who do not have the experience to make those decisions.”

Also on Tuesday, the American Federation of Teachers and the National Education Association did something extremely unusual. AFT and NEA released a shared agenda outlining the best thinking of their members and their collaborative research departments and  pledged to work with states and school districts on the steps that must be taken not only to get students back in school but also to support children’s academic progress and their psychological and social well-being after a difficult year.

Part I of this joint document from the two unions that together represent millions of American teachers begins with a plea on behalf of children for relief this spring from the federal standardized testing mandate: “In February 2021, the U.S. Department of Education issued guidance on assessing student learning during the pandemic in relation to the requirements of the Every Student Succeeds Act.  Prior to that, both the NEA and AFT stressed the need for flexibility in both the administration of assessments and their use in accountability, and both advised that standardized testing should be suspended for the 2020-202 school year. Standardized test scores have never been a valid, reliable or complete measure of an individual’s instruction, nor do they accurately measure what students know and are able to do. And they are especially problematic now. The assessment flexibilities offered by the department, while helpful, do not go far enough to allow states to support the gathering of information and the distribution of resources in a way that will support teaching, learning and healthy school environments.”  The statement continues with thoughtfully and professionally developed suggestions for “the way forward,” including all sorts of examples of diagnostic assessments that have been developed by educators in collaboration with respected academic research partners and local community partners.

It is not too late for the rest of us to add our voices to those of academicians, members of Congress, the two major teachers unions, and other advocates. Pressure on Secretary of Education Miguel Cardona to reassess the need for federally mandated, high-stakes standardized testing in the 2020-2021 school year remains timely and important.

FairTest, the National Center for Fair and Open Testing, offers the following guidance for advocates:

  • “Push the U.S. Department of Education and Congress to reverse plans to deny comprehensive testing waivers;
  • “Pressure states to request maximum possible student assessment flexibility for the current year by pushing the envelope of the waivers USDOE already has said will be granted;
  • “Simultaneously, push states and districts to suspend their own testing mandates for the 2020-2021 school year and lift all high-stakes consequences for students, teachers and schools;
  • “Pursue these policies in the context of promoting well-rounded, authentic assessment systems developed in partnership with educators; and
  • “If Spring 2021 testing policies are not overhauled consistent with these goals, aggressively promote broad, diverse standardized exam opt-out campaigns.”
